At a public hearing Sept. 10, county staff and the board discussed a proposed amendment to the Tazewell County Virginia Enterprise Zone. Counsel explained the statutory process under the Virginia Enterprise Zone Grant Act and noted that the locality must hold two advertised public hearings before adopting an ordinance to change zone boundaries. The amendment would remove about 400 acres of non-developable hillside and add 24 parcels in the Tazewell area (parcels include properties near Market Street, the Maxwell community and land owned by the town's Economic Development Authority).
Property owners were notified by certified mail and several members of the public asked clarifying questions about tax impacts and land use; staff confirmed being in contact with many owners and that taxes and current uses would not automatically change for owners simply because a parcel is added to an enterprise zone. After discussion, the board voted to set the second public hearing at the October meeting to comply with Code of Virginia requirements before an ordinance could be adopted.
Board next steps include finalizing the advertisement for the second hearing and providing digital maps to the public as requested.
