Board approves landfill contract changes, diverts waste temporarily to Pulaski County

Tazewell County supervisors on Sept. 10 approved several measures to keep the county's landfill project on schedule and secure interim waste disposal. The board voted to pay an additional $2,109 to address extra casing and footage for a monitoring well after drillers hit a void area, and authorized up to $10,000 to drain, inspect and, if necessary, clean the landfill's leachate tank, including replacement of valves.
The board also approved a Republic Services change order for Phase 5A ditch repair work not to exceed $35,348.30 and authorized the county administrator to divert solid waste to the New River Resource Authority in Pulaski County on an as-needed basis through Oct. 1, 2024. The diversion was presented as a short-term measure while a new landfill phase completes construction; staff told the board Republic expects the current phase to be finished near the end of the month and the sale to be fully operational by late October.
Board members discussed operational details and timing, including whether liquidated damages would apply if the contractor missed deadlines. The motion to pay the monitoring-well invoice and to approve the leachate inspection passed by voice vote; the change order passed similarly. The diversion motion was approved to ensure uninterrupted disposal capacity while construction continues.
Next steps: staff will implement the diversion arrangement and oversee the leachate inspection, with follow-up reporting to the board on inspection findings, any additional repair needs and the contractor's progress toward project completion.
