Randolph said the rights‑of‑way appeared on an 1891 plat but were never constructed or used for public access and that county staff found no public need to maintain them. The applicant (the church) agreed to pay the public‑hearing advertising costs and to grant an ingress/egress easement to adjacent owners to preserve their access.
No members of the public spoke in opposition; Randolph said she had received written confirmation from the adjacent property owners supporting the conveyance. The board voted to convey the county's interests and authorized the county administrator to implement the conveyance upon payment of advertising costs.
