Deputy County Administrator Todd Kilduff presented analysis showing Hanover's fleet availability has dipped from high‑90s percentages and outlined a plan to restructure Fleet General Services with three new supervisory/shop foreman roles (automotive, school bus, heavy diesel). Kilduff said vehicle complexity, retirements, training needs and fleet growth (from ~970 to ~1,400 vehicles over 20 years) created a capacity gap that the new positions aim to fix and help retain technicians by offering advancement.
The Finance Committee had reviewed the proposal Dec. 4 and recommended the request be forwarded to the full board. Chairing the Finance Committee, a supervisor moved to create three FTEs and authorize a necessary FY2025 budget transfer funded from countywide vacancy savings; the motion was seconded and passed by voice vote.
The board requested that staff provide supporting charts and additional operational data to track availability after the positions are filled.
