Pamunkey Regional Library reports audits complete, Montpelier branch open and service expansions

Barb Young, chair of the Pamunkey Regional Library Board of Trustees, and acting director Jamie Stoops briefed the board about financial and operational developments at the regional library on Dec. 11.
Young summarized the board's recent work to complete overdue audits: the FY2022 audit was finalized in Dec. 2023; the FY2023 audit completed in June 2024 with assistance from contracted CPA Anne Schauver; and she announced the FY2024 audit was completed in Oct. 2024 and returned a clean opinion. Young said the board hired a CPA consultant for ongoing audit assistance and governance support.
Stoops highlighted usage and service milestones, noting circulation grew 3% in FY2024 compared with FY2023 and program attendance—especially story times—is rising. Stoops reported the Montpelier Recreation Center and Library opened this fall and usage at the new space increased circulation by 40% and visits by 61% in November versus the prior year. She also outlined technology and facility priorities: laptop replacements for staff and branch programming, Wi‑Fi upgrades, early‑learning stations, AED installation at branches, pilot 24/7 pickup lockers at Mechanicsville and Goochland branches, plans for Richmond Times‑Dispatch digital access, and proposals to use restricted reserve funds for Atlee and Ashland branch improvements.
Trustees also noted uncertainty about King William County's future participation in the PRL system and the effects this could have on FY2026 budgeting and staffing analyses. Board members thanked the trustees and staff for the audits and for service improvements.
No board action was required; staff and trustees said they will return with further budget details in the normal FY26 process.
