Public Works said the improvements — a second transfer building, a separate hand‑unloader area, trailer and container storage, and an additional set of scales to allow two‑way traffic — are meant to address a growth in small commercial and DIY loads since 2021 and to reduce safety risks that arise when vehicles and hand unloaders operate in the same area. The department said vehicle volumes at the facility have roughly doubled from an average of 1,800 vehicles per day pre‑COVID to about 3,600 vehicles per day; staff reported an average hand‑unload time of 20 minutes in June and regular backups of multiple vehicles behind hand‑unloaders.
Public comment included questions about circulation geometry, who will staff and direct traffic and whether out‑of‑locality vehicles are charged; Public Works responded that all users pay tipping fees based on full cost accounting and that no area distinction is made in the tipping fee. The Board approved the conditional‑use amendment and asked staff to pursue fee‑schedule review in a facilities committee discussion so the Board can consider whether fee structure or policy changes are warranted.
