Commission forwards Elk Run Automotive special-permit request with tighter conditions

Fauquier County planners on Aug. 15 reviewed a Category 2 special-permit application for Elk Run Automotive, a proposed major home occupation to operate an auto-repair garage on a 5.12-acre agricultural parcel in the Cedar Run District, and forwarded the request to the Board of Supervisors with revised conditions.
Staff described the proposal as a three-bay, ~1,200-square-foot detached garage expected to serve three to six cars or light-duty trucks per day. Proposed conditions included hours of operation limited to 8 a.m. to 5 p.m. Monday through Friday, noise/lighting/signage restrictions, limitations on nonresident employees (none permitted), prohibition on adding plumbing to the garage, required disposal of petroleum and other liquids off-site and screening for any exterior parking. Staff revised condition language to require that all repair work occur within the garage with doors closed (to reduce off-site noise) and tightened the parking limitation to a maximum of six vehicles on-site at any one time associated with the use (not six simultaneously 'in service').
The owner appeared at the public hearing and said he was willing to comply with the closed-doors condition. Commissioners sought clarity on what 'six vehicles' meant (total cars on property versus cars 'for service') and confirmed documentation of legal access to the private Patriot Way is required prior to site-plan approval. Staff committed to bring back two alternate condition sets for the commission to consider that evening; the commission moved to forward the revised conditions and recommend approval to the Board of Supervisors.
Next steps: The Board of Supervisors will consider the recommendation; staff will include the alternate condition language and the required legal-access documentation in the Board packet.
