Wasatch County continues adoption of proposed 2025 budget (Resolution 24-17) pending wage hearing

Wasatch County staff presented the proposed 2025 all-funds budget (approximately $118,970,000) during the Dec. 4 public session and recommended continuing formal adoption until the county holds a required public hearing on elected and executive wages. Staff said recent state-code changes require the council to adopt wage changes before adopting the budget.
Staff summarized three changes from the tentative budget: a one-time increase of roughly $184,000 in general fund expenditures to install an emergency generator at the senior center (with approximately $62,000 county share offset by an approved FEMA grant), up to $50,000 in one-time funds to expedite an update of the county general plan, and a one-time general fund allocation described for "Memorial Hill." The transcript contains conflicting references to the Memorial Hill amount (one passage references $1,010,000 while another passage refers to a $10,000 figure). The county did not finalize that figure in the public session; therefore the Memorial Hill allocation is recorded as not specified in this report pending clarification from staff.
Staff emphasized the budget proposes no truth-in-taxation increase and that a large portion of the all-funds increase reflects one-time capital projects (for example, courthouse extension/admin building and transfers to other funds). After the presentation the council opened the public hearing; no members of the public spoke at the podium. A motion was made to continue consideration of Resolution 24-17 to the Dec. 18 meeting (at which the council plans to hold the wage public hearing and then consider final adoption) and the motion passed unanimously.
Council instructed staff to present wage-change public hearing materials and return with any clarifying documents on the Memorial Hill proposal for the Dec. 18 meeting.
