The Frederick County Planning Commission recommended approval on Oct. 2 of Rezoning 08‑24 to change about 13 acres at 1290 Fairfax Pike in Stephens City from RA to M1 (Light Industrial) with proffers to accommodate a container service facility. Staff told commissioners the applicant revised proffers in response to prior commission comments, adding right‑of‑way dedication for future Route 277 widening (including a multi‑use trail), limitations on allowable M1 uses, restricted hours of operation (Monday–Saturday, 6 a.m.–8 p.m., with repair/service activities limited further) and commitments on building materials and a 10‑foot landscape buffer.
Staff called attention to the comprehensive‑plan designation for industrial land use at the site and noted the applicant had provided additional right‑of‑way and design commitments to address earlier comments. Commissioners discussed façade material commitments and whether the proposed 25% of street‑facing façade in high‑quality materials was comparable to nearby approvals; the applicant representative said they believed 25% to be appropriate for their plan. A motion to recommend approval was moved and seconded; the commission voted in favor and will forward the recommendation to the Board of Supervisors for November.
