Mr. Balhoeffer said the Virginia Department of Housing and Community Development approved a BEED risk‑mitigation plan and granted a timeline extension to June 26; approximately 60 miles of fiber for the project have been completed and Dominion’s middle‑mile work is on a 2025 completion schedule.
Balhoeffer said All Points Broadband’s last‑mile construction in Frederick County is scheduled to begin in July 2025 with activation rolling out from August 2025 through June 2026 by service area. He emphasized the state provided supplemental make‑ready funding, that shifting many routes underground reduced make‑ready volume by more than 70%, and that the adjusted plan does not require additional county matching funds.
Board members asked about publicly posting the presentation and outreach to customers; staff said an abbreviated package with schedule links and sign‑up information will be posted and that All Points Broadband will return for the board’s second meeting in January with further updates.
