Frederick County supervisors forward speed‑camera proposal to hearing, approve appointments, CUPs and rezoning

At its Nov. 13, 2024 meeting, the Frederick County Board of Supervisors took a series of administrative and land‑use votes, including forwarding a school‑zone photo speed‑enforcement proposal to a public hearing and approving several appointments, conditional use permits and a rezoning.
The board unanimously adopted the meeting agenda and approved the consent agenda by roll‑call vote. The board appointed Michael Swedeberg to the Historic Resources Advisory Board and reappointed Lloyd Winters to the Board of Building Code Appeals and Supervisor Leerro as the county’s liaison to the Northern Shenandoah Valley Regional Commission.
On public safety, the board voted to send the Blue Line Solutions school‑zone photo speed‑enforcement system to a public hearing so residents can weigh in. A Public Safety Committee member said other Virginia counties have used similar systems and that the sheriff supports the measure as a child‑safety tool. Chair noted state law limits deployment to specified locations and suggested fines would follow the usual pattern (for example, a $100 penalty without points).
Land‑use votes included approval of two conditional use permits (CUPs) for special‑event facilities and one rezoning request. The board approved Conditional Use Permit 06‑24 (Robert Malden) for a special‑event venue on three parcels near Reliance Road, with planning‑commission conditions including gravel parking and a VDOT‑required commercial entrance. The board also approved Conditional Use Permit 07‑24 (Wolf/Lynn Ramey Trust, applicant Brenda Edwards) for a 65‑acre event venue in the Gainsborough District with added conditions requiring parking areas to be set back 25 feet from adjoining properties and physical barriers at the end of parking areas to protect neighboring septic systems.
In a separate land‑use vote, the board rezoned a 13‑acre tract at 1290 Fairfax Pike from RA to M‑1 for DLM Container Services (Rezoning 08‑24). The applicant proffered a reservation of right‑of‑way for future Route 277 improvements, a cap of 85 daily trips, contributions to fire and rescue, and screening along the roadway. During discussion supervisors requested stronger façade materials facing Route 277; the applicant agreed to work with staff to increase the nonmetal façade percentage before final language is settled.
All motions described above were approved by roll call. The board closed citizen comments and adjourned.
