Planning staff described the parcel locations along Trap Branch Road and John Marshall Highway, and said the cemetery use area would be approximately 15 acres of the combined ~28-acre application area. The applicant, represented by licensed landscape architect Leslie Conroy, outlined a plan that retains historic trees and stone walls, minimizes grading, provides a planted swale for stormwater management, and proposes plantings consistent with the cemetery’s historic landscape. The applicant requested a waiver of right‑of‑way dedication along Trap Branch Road to preserve stone walls and several graves; staff included a finding supporting that waiver in the resolution.
Planning staff noted the Planning Commission recommended approval (4–0 with one abstention) and recommended a set of conditions to ensure setbacks, screening and site-plan requirements. County and board members asked clarifying questions about landscaping and confirmed the applicant will exercise restraint to preserve historic setting. The board voted to approve the special permit (voice vote recorded as 'aye').
