Fairfax unveils manufactured housing work plan; $3M Amazon REACH funds, home‑repair pilot and resident roundtable planned

Escobar said the county received over $3,000,000 in Amazon REACH funds, managed through Virginia Housing, to support manufactured housing initiatives. She said staff are still awaiting a decision on a larger "price grant" the county applied for (Escobar said the county requested $41,000,000); Fleetwood told the committee he expected HUD to respond before mid‑January but that staff had received no update.
Active projects listed in the work plan include roundtable recruitment and capacity building with representation from all eight manufactured housing communities (Escobar said the county hopes for up to 22 resident seats and 3 owner/management seats), a resident survey (online and paper) to collect needs and community strengths, and a home repair program pilot in Harmony Place funded with Community Development Block Grant (CDBG) dollars. Escobar said the summer AC installation effort installed 31 AC units and served 21 households and that the home‑repair pilot will include eligible activities such as roof repairs, stair and railing fixes, AC units and water distribution pipe work; the contractor will determine specific eligible tasks within an established list.
Committee members asked for additional detail on how flexible funding like the Amazon REACH award would be allocated. Planning staff said REACH funds are flexible and can support homeownership, replacement units or potential property purchases; they are coordinating scope with Virginia Housing. Committee members emphasized conserving the most flexible dollars for strategic uses and raised the importance of how to braid multiple funding sources over time.
Escobar said the county will release a roundtable application after completing community engagement and is working to translate outreach materials into Spanish and, as needed, other languages.
