Board reconsiders and approves campground CUP with conditions after procedural concerns

The Board of Supervisors reopened discussion Dec. 9 on a previously denied conditional-use permit (CUP) for a campground application by Charles Snead on Zebulon Drive. Members moved to reconsider the Nov. 18 denial after public testimony alleging inconsistent treatment by the planning department and new information about VDOT review timing.
Staff summarized the original CUP scope: one room in a primary residence, 10 new RV sites, five primitive campsites, converted accessory structures, a boat-shed cabin, food service, bathhouse and a combined daily/overnight visitor cap that had been presented as 99 people. During the reconsideration, board members proposed and debated specific conditions including limiting any RV/trailer to 24-foot total length, adding lit directional signage to keep traffic within the site, and reducing maximum occupancy to 50 persons per day.
The board approved a motion to grant the CUP with the amended conditions by roll call. Members noted that future changes can be pursued by amendment to the CUP if circumstances warrant.
