Board approves Dahlgren master plan contract, accepts Hopyard road sections into VDOT and authorizes IGSA for base water/sewer credits

The King George County Board of Supervisors authorized three separate but related land and infrastructure items at its year-end meeting: a Dahlgren Area Parks master plan contract, acceptance of several Hopyard subdivision road sections into the VDOT system, and an intergovernmental support agreement (IGSA) with Naval Support Facility Dahlgren on water/sewer credits for Barnesville Park.
On the parks plan, staff reported the procurement process selected McGill Associates for a Dahlgren-area master plan at a contract amount of $93,300. Wetlands delineation will be performed in the field by the Army Corps of Engineers, the Buckler Home site is not included in the scope, and any archaeological work would be an extra cost. The board authorized the county administrator to execute the professional services agreement, subject to interim county attorney approval; the motion carried.
Staff also presented resolutions to refer Hopyard Sections 9, 11 and 17 to VDOT for acceptance. The board moved and voted to approve the acceptances after staff confirmed punch lists were completed; only Section 10 remained outstanding.
Separately, the county administrator described an IGSA with the base for Barnesville Park: in lieu of charging the county for potable water and sewer service to Barnesville Park, the base would receive credits equal to the fees (for example, $3,000 per year) that they could use for county Parks & Rec facility usage; credits expire annually. The board authorized the county administrator to enter the IGSA with Naval Support Activity South Potomac.
