Land-use votes - The commission approved a zone change from residential one-half acre (R-1/½) to residential 4,000 square feet (R-4K) for about 16.53 acres near 3200 North and 2300 West in Cedar City. Planning staff said R-4K allows clustered townhome and small-lot development when central water/sewer and transportation corridors are present; the planning commission had recommended approval. - The commission also approved a zone change from Industrial I to Agricultural 20-acre (A-20) for roughly 155.57 acres near 530 North Buffalo Rome Road / Desert Mound Road. Staff noted concerns about permitting residential uses adjacent to industrial operations but said the planning commission recommended rezoning to bring an in-progress residence into conformance.
Flood mitigation and standards The commission adopted an amendment to the subdivision construction and design standards (Sheet #2) establishing Perrewin (Parowan) Creek flood-channel widths and operational setbacks derived from a 100-year event study. Planning and engineering staff explained the technical basis for channel-top widths and added an operational buffer (for equipment and trails) so channels can be maintained without damaging built improvements.
Contracts and procurement Commissioners approved an engineering services agreement for special inspection and materials testing on the Iron County Veil Facility (GEM/JEM Engineering) after staff recommended the firm and reviewed rates. The commission also authorized the county development agency to accept reimbursement-deposit agreements from developers for five renewable-energy projects (four battery additions to existing Clearway Energy projects and a proposed ground-up project by Bright Knight Energy), allowing agency legal and administrative costs to be recouped from developers.
Finance, personnel and insurance County staff presented the board of equalization report (818 appeals filed in 2024; 777 adjustments totaling $35,771,623 in market-value adjustments). The commission approved hearing-officer recommendations. The chair read a written declaration describing an intended $1.2 million increase to the general fund property tax levy (estimated 19.5% increase on the county general fund rate; roughly $35.60/year on the average home); the declaration was informational and precedes public hearings and formal adoption steps. Commissioners approved a personnel slate of promotions and hires across several departments and accepted a 2025 employee insurance renewal after the insurance committee recommended retaining the current plan despite a projected additional cost of $498,009.39 due to high-cost claims and market pressure.
