Board adopts pre-disaster recovery and continuity plans; emergency management outlines exercises

Andrew Terry, Assistant to Emergency Management, briefed the Board of Supervisors on a four-part county exercise series and subsequent after-action review that produced an improvement plan for county emergency operations. He described coordination with the sheriff's office, fire companies, Department of Social Services, animal services, parks and recreation and school personnel during tabletop and shelter exercises.
Terry said the Emergency Operations Plan follows the National Incident Management System and assigns the title of director of emergency management to the county administrator with delegated responsibilities to fire/EMS staff. He presented a Pre-Disaster Recovery Plan and a Continuity of Operations Plan, noting portions of the continuity plan are exempt from FOIA under Virginia code for continuity of government matters. The board unanimously adopted the pre-disaster recovery plan (Resolution 24) and later adopted the continuity of operations plan by roll call.
