King George supervisors adopt vision and mission, review legislative priorities and Dahlgren park master-plan approach

The King George County Board of Supervisors on Dec. 3 approved a proposed vision and mission statement for the board and discussed a draft legislative agenda to present to state legislators in January.
Supervisor William Stroud moved to adopt the vision and mission statement as presented; the motion was seconded and approved by voice vote. During discussion one supervisor proposed edits — including language to emphasize preserving a rural character, reducing tax burden, planning infrastructure and protecting natural resources — and asked for those suggestions to be placed on the public record.
County administrator Norman Smolnick presented a draft legislative agenda that the board will refine before returning Dec. 17 for a formal resolution. Top items on the draft included securing funding and prioritization for surface-water projects and withdrawals, asking DEQ to prioritize human water supply over industrial uses, requesting greater engagement with VDOT on use of Route 3/301 as alternative routing, advocating JLARC recommendations for school construction and funding, and preserving local land-use authority over solar energy facilities.
Smolnick said the list was compiled from board suggestions and is intended to be memorialized as a resolution to provide guidance to state legislators. "So the goal would be to bring an official resolution back to the board on December 17 for adoption so that our state legislators have something definitive from our board of supervisors," he said.
Staff also presented a recommended procurement to hire McGill Associates PA to prepare a master plan for the Dahlgren area parklands at a proposed fee of $93,300. The scope described site evaluations, stream and wetland delineation including field GPS flagging, and delivering recommendations for active and passive recreation and capital projects. Board members asked whether wetlands would be field-walked rather than relying solely on aerial data and requested historic-resources review be included in the scope. Staff said those refinements could be added during the contract kickoff.
What happens next: The board will finalize the legislative agenda and return on Dec. 17 with a resolution for adoption; staff will refine the Dahlgren master-plan scope and proceed with the procurement process subject to final contract authorization.
