JCSA approves HVAC contract and authorizes eminent-domain easement for water-main connection; sets rates hearing

The James City Service Authority (JCSA) met after the Board session and approved routine consent items, a condemnation resolution and procedural housekeeping measures.
The consent calendar included approval of a $325,237 contract award for HVAC replacement at the operations center; the consent calendar passed unanimously.
JCSA staff presented a resolution authorizing acquisition of an easement by condemnation to install 200 feet of 8-inch water main connecting Spring Hill and Ford's Colony. An appraisal valued the property at $4,508; because the authority is obtaining only an easement (not fee simple), staff recommended just compensation equal to half the appraisal, $2,254. Staff explained contested ownership could result in escrow through the court system pending claims. The board approved the resolution.
The authority also approved a resolution to set a public hearing for Jan. 14, 2025, to consider amendments to the Regulations Governing Utility Service clarifying deposit and fee amounts (examples cited: $20 fee for new water-only account, $40 for combined accounts; deposits of $100 for water and $75 for sewer). Staff said adoption at the January meeting would take effect immediately upon approval.
JCSA members closed with routine scheduling updates and adjourned.
