Contract awards and procurement: The board approved a $903,635 contract to Henderson Incorporated for a Tuning Road BMP retrofit to enlarge a stormwater treatment facility (partly funded by a $375,000 JCSA appropriation and a DEQ Stormwater Local Assistance Fund grant). The board also approved an $854,710 contract with Warwick Mechanical Group to replace the recreation center pool’s HVAC systems; staff said the pool will be closed for approximately two weeks during renovation and the equipment has a roughly 15‑year expected service life. A contract awarded to William Wills Contractor Inc. will extend the police firing range at the Jolly Pond landfill to 100 yards and add a 20‑space parking area for training access.
In‑car camera systems: The board authorized a five‑year cooperative procurement contract with Axon Enterprises to acquire 67 Axon Fleet in‑car camera systems at a total five‑year cost of $987,615. Chief Jamieson said the systems record 30 seconds of pre‑event video and automatically activate with lights, speed or other triggers; the first‑year cost covers equipment, routers and one year of licensing and storage.
Civil‑rights compliance and energy policy: The board adopted a Title VI program and implementation plan required for federally funded transportation projects. Separately, staff presented a draft solar policy that incorporates board guidance discouraging the use of forested land for large utility‑scale solar facilities; the board voted to approve the policy language as presented.
