The James City County Planning Commission on Nov. 6 recommended that the Board of Supervisors approve a Special Use Permit for a proposed Dollar Tree store on an outparcel of the Norge Crossing shopping center at 7516 Richmond Road.
Planning staff described the application as a Special Use Permit for a commercial building over 5,000 square feet; the proposed store would be about 9,900 square feet and use existing internal roads and access from the shopping center. Staff recommended approval with conditions that include consistency with the proposed architectural elevations and a prohibition on outdoor display of merchandise.
Vernon Getty, representing the applicant, told the commission the project team (including Rick and Joe Bushey) agreed with the staff report and believed the location and infrastructure were suited to the use. Commissioners cited recent infrastructure improvements in the area — including a turn lane from Crooker Road and a marked pedestrian crossing with flashing lights at Norwich Lane — as measures that reduce traffic and pedestrian-safety concerns. Commissioner Polster moved to recommend approval with conditions and disclosed he had spoken with applicant representatives; the motion passed on roll-call with ayes recorded from Haldeman, Polster, Rogers, May, Dr. Ullman and Chair O'Connor.
The Planning Commission’s recommendation will be forwarded to the Board of Supervisors for final consideration.
