County approves three property purchases (Moses Lane/Oak Drive) using ARPA funds to support road upgrades and affordable housing

Neighborhood development staff presented three proposed property acquisitions intended to support upgrades to Moses Lane — including bringing the roadway to Virginia Department of Transportation standards — and to create development opportunities for affordable and workforce housing.
Staff recommended acquiring 1319 Moses Lane (0.19 acres, assessed $39,800) and 1239 Oak Drive (0.64 acres, assessed $108,300) for a combined purchase price of $148,100. The parcels are owned by the same owner and staff said combined acquisition would allow road realignment and provide buildable remnants suitable for future housing. Staff recommended using American Rescue Plan Act (ARPA) appropriated funds to cover acquisition, closing and demolition costs; the board moved to approve and voted in favor.
Separately, staff recommended acquiring 1241 Oak Drive (0.16 acres) for $1,000. Staff said the parcel was purchased by the current owner at tax sale in 2022 for $1,000 and that combining the parcel with adjacent property would support the planned roadway improvements and potential building sites. The board approved that purchase as well.
Board members asked about potential building capacity on the combined lots and about community development block grant funding that could pay for paving; staff said engineering and funding details would follow. The acquisitions were approved by motion.
