Board awards $4.19M contract for Grove-area stormwater and roadway improvements

The board voted to award contract number 4000187458 to Henry S. Branscomb, LLC in the amount of $4,187,458 for the Grove Area Stormwater Drainage and Roadway Improvement Project. Rick Kale presented the staff report describing the project scope: realignment and regrading of roadside ditches, replacement and realignment of approximately 70 driveway culverts, installation of stormwater drop inlets, manholes and underground piping to improve drainage, widening selected road segments to the VDOT 18-foot secondary minimum where needed, and replacement of undersized culverts under Railroad Street with new triple-box culverts to improve Skiffs Creek flow.
Kale said the work is intended to reduce flooding in yards, ditches and roadways. Board members praised staff outreach to the community and asked about construction timing; staff estimated roughly nine months to substantial completion and about ten months to final completion. A motion to approve the contract was made and the board voted in favor; the motion carried.
Work is expected to proceed once contracting and scheduling are finalized; staff will continue community engagement during construction.
