The Dinwiddie County Planning Commission on Nov. 13 recommended approval of rezoning case PD-24-11, a request by Sunny Days Development and Property Management LLC to rezone parcels fronting Airport Road from R-1 (Residential Limited) to M1 Industrial Limited, subject to proffers similar to a 1997 rezoning.
Staff said utilities are available and transportation impacts were found to be minimal; staff recommended approval because the requested zoning aligns with surrounding commercial and industrial uses and the comprehensive plan's designation for the area. The proposed proffers would limit certain uses, require setbacks and screening, and prohibit wireless telecommunications structures near the airport.
Carl Johnson, representing Sunny Days, said the company owns two lots in front and plans to consolidate access for the larger assemblage and intends industrial uses; he said the parcels are being marketed and that the applicant is open to working with staff on buffering and fencing.
Commissioners asked whether proffers copied from the earlier rezoning fit the particular, partially landlocked parcel. Commissioners and staff agreed to strike proffer number 2 (as discussed in the hearing) and to clarify proffers 3 and 4; the applicant confirmed willingness to provide fencing and buffering. The commission then voted to recommend approval to the Board of Supervisors with those proffer amendments (roll call 6-0).
