The Board of Supervisors voted to continue consideration of zoning case P‑24‑11, a request by Sunnydaze Development to rezone a parcel on Airport Road from residential (R‑1) to industrial‑limited (M‑1) with proffers, so staff and the applicant can clarify cross‑access and driveway arrangements raised by a neighboring business owner.
Planning staff summarized the proposed proffers — 50‑foot landscape buffers along side and rear property lines, limits on storage area placement, chain‑link fencing and a prohibition on telecommunications towers — and said staff recommended approval with proffers. Applicant Carl Johnson said a cross‑access agreement recorded on Lot 10 provides access that has been in place for 17 years.
A nearby business owner, Kevin Anderson, told the board he fears proposed access and circulation would route frequent self‑storage traffic through his small lot, interfering with maneuvering for 30–50‑foot trailers his business regularly handles. Planning staff and VDOT told the board the cross‑access and separate lot entrances may be possible, but the board said the legal and on‑the‑ground easement and driveway patterns needed confirmation before final action.
After initial roll‑call results showed opposition, the board rescinded the no votes and approved a motion to continue the matter for 30 days to the board's next meeting so staff and legal counsel can confirm which lots are covered by the recorded cross‑access and whether separate VDOT entrances are permitted. The continuance was approved on a subsequent unanimous roll call.
