County reports reservoir pumping delay, green-energy sites cleared for land disturbance

County planning staff told commissioners that while a two-week operational hold at the county’s concrete reservoir has ended, currently low James River levels prevent pumping into the reservoir. Staff said they expect impending rain could allow pumping to resume in the coming days.
Separately, staff said conditional-use permits issued in 2021 and 2022 for Dunn and Rowlett Sites 1 and 2 now have cleared land-disturbance approvals. "They will begin construction or land clearing, in about 2 weeks," Unidentified Speaker 2 said, and staff scheduled a reconstruction meeting for Oct. 1 to coordinate next steps.
The solar land-disturbance approvals will be reflected in future monthly permit reports, staff added. No new funding commitments or formal approvals by the commission were reported at the meeting.
