Board confirms appointments, accepts US Cellular lease payment and withdraws from regional growth alliance

The board confirmed several appointments and reappointments: Thelma Red was nominated and approved to the Social Services Board with a term beginning in January; Martha Brogdon was reappointed to the Library Board; Sue Francis and Ralph Moore were reappointed to Social Services/IDA positions; Philip Staten was reappointed to the Board of Zoning Appeals; Tammy Hudson was reappointed to the BZA; and Jean Elliot was renominated pending contact and verification. Motions to appoint and reappoint were seconded and approved by voice vote.
Administrator reported completion of the US Cellular ground-lease. Staff said the county will receive a back payment check of $25,792, the total lease receipts will be $61,600, and an ongoing monthly ground-lease payment of $1,648 will be deposited with a 3% annual escalator each August; US Cellular will own and maintain the tower and provide the county free space on it.
The board reviewed a draft MOU with Tri-County Community Action to update an expired agreement. Supervisors voiced concerns about appointment expectations (resumes, references, fundraising commitments) and asked staff to work with Tri-County and return with clarified language around board responsibilities and expectations.
