Board approves school grant appropriation, adopts tax-relief resolution and refers battery storage review to planning commission

The Charlotte County Board of Supervisors handled several routine but consequential items at its regular meeting.
Education funding: Staff told the board the Charlotte County School System had received a $5,380,000 state award for Virtual Virginia and requested appropriation of those state funds. A motion to appropriate the $5,380,000 was moved, seconded and carried unanimously on the record.
Tax relief: The board reviewed the state's personal property tax-relief formula and adopted the resolution on page 18 setting the relief rate at 26% for qualifying personal vehicles (staff explained the state allocation is divided among qualifying vehicles by county formula). The motion to adopt the resolution was seconded and carried.
Battery storage: The planning commission asked for more time to study lot-size changes and battery-storage systems. The applicant withdrew to allow time for a county resolution; the board adopted a resolution referring battery-storage review to the planning commission for further review, and the motion carried.
Recognition and events: Supervisor Davis presented a resolution congratulating the Drakes Branch Volunteer Fire Department on its anniversary and the board adopted the resolution; the department planned an anniversary event on Nov. 9. The board also approved invoices and appropriations listed in the packet and authorized refunds listed on pages 56-57.
Procedure notes: Staff clarified one appropriations item was a grant converted to a loan that will be 100% reimbursable through DHCD or the IDA; no additional fiscal burdens were recorded in the motion. Several motions were passed by voice vote with "Aye" and were recorded as carried on the transcript.
Next steps: Battery-storage issues will return to the planning commission for study and potential future applications; the Butler/Drakes Branch events and other community items were scheduled as announced on the record.
