Board recommends $14,500 to secure Church Wells right-of-way to restore access and support water infrastructure

The Kane County Economic Opportunity Board on Dec. 2 recommended $14,500 to support the Town of Church Wells' purchase of an existing road and right-of-way from the School and Institutional Trust Lands Administration (SITLA) to correct a long-standing survey error.
Speaker 11, representing Church Wells, said the original plot misplaced the road by roughly 75 feet and that the error left roughly 70 residential lots with unreliable access. He said SITLA has covered survey engineering and offered to sell the road and right-of-way at a reduced price to enable utility and access improvements.
"Acquiring this road is critical for looping the water system," Speaker 11 said, noting the area needs the right-of-way to extend ARPA-funded water infrastructure. He also said the acquisition would create commercial access for local businesses and improve residential access.
Board members asked whether ownership and maintenance would default to the county; Speaker 11 said the road would likely be recorded as county right-of-way while maintenance arrangements would be decided through the service district. After brief discussion Speaker 3 moved to adjust the requested amount to $14,500; the motion was seconded and approved by voice vote. The board will forward the recommendation to the full county commission for final action.
