Commission recommends conditional approval for Chillville final plat and Best Friends PUD technical corrections

The Kane County Planning and Zoning Commission on Dec. 11 recommended conditional approval to county commissioners for two development items: the Chillville two-lot final plat and an amended, extended plan-unit development (PUD) filed by Best Friends Animal Society and Iron Rock Group.
For the Chillville subdivision (agenda item 6), engineer Bart Bautista told the commission a change to a flag-lot configuration required an updated utility layout; he said he planned to submit a revised utility plan showing proposed power and water lines within the week. Staff member Shannon said county staff recommended conditional approval and that, if the utility plan was not provided by the stated Monday deadline, the item would be pulled from the county commission agenda. The commission voted to recommend conditional approval to the county commission.
On the Best Friends matter (agenda item 7), Chris and Tom Avant of Iron Rock Group described a multi-round cleanup to correct road-name and addressing inconsistencies so that 911 addressing aligns with county GIS and the recorder’s requirements. Shannon said the recorder’s office and GIS have requested the adjustments and that county civil-review comments remain outstanding; staff recommended forwarding the item to the county commission with conditions that the GIS recorder and engineer approve final revisions. The commission moved and seconded to recommend approval contingent on those final reviews.
Both recommendations go to the county commission for final action; staff noted the county’s review processes and pending civil-science/engineering reviews as the basis for conditional approvals.
