Commission approves reduction to Appaloosa Solar's 2024 personal-property valuation

The Iron County Commission convened as the Board of Equalization on Dec. 9 and approved a hearing officer recommendation to reduce Greenbacher Energy, doing business as Appaloosa Solar LLC's, 2024 personal-property valuation.
County staff explained the appeal centered on whether federal tax incentives—treated by the state as intangible tax credits—should have been excluded from the taxable personal-property value reported to MCAT. Hearing officer Dan Johnson reviewed the record and recommended reducing the taxable value to $150,004.01. The commission accepted that recommendation on the record.
A county representative said this was the first local appeal of its kind in the state and that a new federal law extending incentives (previously applying to wind) now applies to solar installations, creating reporting and valuation issues the county had not previously encountered. Staff said they have asked solar companies going forward to exclude the incentives from MCAT reporting to avoid future disputes.
The commission moved to approve the hearing officer’s recommendation. "Dan recommended us reduce the personal property value to $150,004.01," staff recorded in their summary of the recommendation. The item was approved during the BOE session and the commission reconvened as the Iron County Commission afterward.
