The action followed a public hearing in which planning staff Reid described the developer s intending to annex the property into Cedar City and to retain two partial parcels so the developer can proceed with city development rather than subdividing the entire 66 acres at once. Reid said the county dvertised the hearing because the request includes platted roads and rights-of-way, which trigger commission review.
