Commission approves interlocal agreement to formalize treasurer’s billing role for special service districts

Treasurer Karen Chatterley requested approval of an interlocal agreement to allow the treasurer’s office to serve as the billing and collecting agent for the county’s special service districts. Chatterley told the commission the office currently manages billing and delinquency work for many districts and that formalizing the arrangement provides clarity of duties, legal framework, and operational consistency while a pending legislative clarification in state law is pursued.

Chatterley said the treasurer’s office has created the necessary tracking mechanisms and currently bills roughly 20,000 parcels with approximately $2.42 million in service‑district fees during the year. She said most districts she spoke with supported the agreement and preferred the county’s assistance rather than undertaking their own billing operations. County attorney Rob Van Van Dyke said the interlocal was legally sound but will need updates if state law changes.
