The Wallsburg Town Council reviewed a draft conflict-of-interest policy prepared by town staff (Spencer) and discussed next steps at the Nov. 21 work meeting. The draft would be returned to the council for adoption by resolution at a subsequent formal meeting.
Councilors said the policy requires town representatives to disclose gifts and casual entertainment that exceed $50, and that disclosures would be part of regular annual filings. The draft does not prohibit owning or operating a business that does work for the town but requires disclosure of financial interests, spouse/household interests and any town business relationships to preserve transparency.
Members discussed logistics for collecting signatures and notarization (DocuSign is used by MAG in many cases, but the draft still requires a notarized signature for recordkeeping). Staff indicated the policy would be circulated for comment and that once adopted each member would complete the form and return it by the specified deadline.
Councilors said having a clear, adopted conflict-of-interest policy and regular filings helps audits and reduces accusations of undisclosed interests. No adoption vote occurred at the work meeting; staff will publish the draft for council review and prepare resolution language for the next regular meeting.
