Summary
Council members discussed an imminent park construction contract with a 25‑day build window, considered adding trees and benches by change order, and explored CDBG/TAP funding options for restrooms or trail maintenance; they also planned to shut park irrigation for the season and to investigate high power bills tied to water pumping.

Wallsburg council members reviewed several facilities and utility items on Sept. 19, including imminent park construction, grant funding options and unusual utility bills.
Town staff said the contractor is expected to begin park construction within days and that work should take about 25 days; the town will include trees and benches via a change order so the items are part of the ongoing project rather than separate procurements. Council members agreed to lock the park and shut irrigation systems for the season once construction begins.
Members discussed pursuing federal and state sources (CDBG, TAP) for projects such as restroom remodels or trail work. Jessica DeLoren (MAG) noted that applications require clear plans, bids and typically some local match; council members discussed scoring priorities and the need to show a maintenance plan if awarded funds.
Separately, the council flagged unexpectedly high Rocky Mountain Power bills for water pumping and asked staff to confirm meter assignments (pump house vs. pavilion) and to contact the utility to reconcile readings. "I would like confirmation on that," a council member said about the pump's contribution to recent bills.
Why it matters: The construction schedule and funding decisions determine what amenities the town will have and how projects will be maintained; resolving utility‑billing questions could affect the water fund or lead to equipment repairs or metering changes.
