The Wallsburg Town Council on Nov. 21 discussed the procurement steps needed to hire a civil engineer for an upcoming Community Development Block Grant (CDBG) project and penciled in public-notice and hearing dates required by the grant rules.
Council members reviewed the notice of qualifications and the public hearing notice language and agreed those notices can be posted simultaneously in the local paper and on the public notice website. Councilors said they would call Heather Mills and Jessica Delora to confirm publication logistics and finalize wording this week.
Council members said the town must give all qualified engineers an opportunity to apply; historically the town has worked with engineers such as Scott Kettle of Horace Engineering and Troy Osler, but the procurement process requires advertising so others can compete. Members emphasized transparency and that selecting a firm after a competitive qualifications process does not require taking the lowest bid but selecting among respondents by qualifications.
The council discussed dates for the two required public hearings: they considered holding a first public hearing in December (potentially aligning with the Dec. 5 council meeting) and a second hearing and application details in mid-January. The group agreed to set the proposals deadline for 5:00 p.m. on Jan. 31, 2025, with proposals to be delivered by appointment to town hall or mailed with a postmark rule. Members noted some application and submittal logistics: paper copies must be delivered to the Department of Workforce Services in Heber for certain hand-delivery requirements, and the town will provide appointment-based access to RFP copies.
Staff said they will confirm timeline details with state contacts and send an email summarizing the agreed dates and notice language so everyone has the final schedule before the Monday deadline. No formal motion was taken on the procurement language during the work meeting; staff and two councilors agreed to finalize the notices and file them as required.
