Staff reported roughly $10.6 million in general fund balance and additional capital funds that could be deployed for critical one‑time needs.
The commission asked staff to prioritize and rank the capital list, identify which items are covered by insurance or restricted funds (for example, some airport items), and return a shortened, ranked list that identifies immediate, near‑term and deferrable projects. Commissioners signaled willingness to accept a short list of items for immediate approval once staff provides clearer cost and funding breakdowns.
Commissioners did not take formal votes on capital approvals during the workshop; the discussion produced staff direction to refine and return prioritized lists.
Next steps: staff will provide a ranked capital projects list, cost estimates, insurance or restricted‑fund offsets and recommendations on which projects to include in the baseline budget or move to capital project funding.
