Staff told the commission the site is largely industrial and meets the spatial requirements for temporary labor camps under recently adopted county rules; staff recommended conditions that mirror the county’s labor‑camp supplement, including at least 100 square feet of floor area per occupant, written approval from Tri‑County Health for water and wastewater service prior to occupancy, and building permits and certificates of occupancy after technical review.
Proponent Tate Woodland said updated floor plans show three bedrooms per unit (three occupants per unit), water service has a will‑serve letter from Johnson Water District, and Tri‑County Health reviewed the existing septic system and identified that the leach field was undersized by a few hundred feet; the applicant said they are seeking either a short leach‑field extension or portable pumped tanks while bids are collected. The applicant has filed building permits and will comply with any additional building‑department requests.
Commissioners approved the permit by voice vote with the condition that Tri‑County Health authorize water/wastewater arrangements before the units are occupied and that building permits/certificates of occupancy be issued only after code compliance is confirmed.
