Emery County secures $25,000 CIB grant for general-plan update; solicits bids for consultant

Emery County announced Oct. 9 that it has been awarded $25,000 in CIB funding to support a new general-plan RMP, and commissioners laid out a timetable to solicit and open bids for a consultant.
An unidentified speaker (S2) told the commission: "We got our CIB funding of $25,000 and we got the official letter." Staff said the county would combine the CIB award with $20,000 from the county budget and $6,000 from "Flipco" to fund the work. One participant reported contacting a new Flipco official who indicated the contribution "should come through."
County staff said they published the RFP in the local paper; the notice will run for two weeks, close next Monday and the bids will be opened at the commission meeting the following Tuesday. The Planning Commission discussed scheduling a follow-up meeting shortly after the commission meeting to approve a consultant selection if necessary; members noted some day-of-week availability constraints.
Commissioners also discussed applying for additional CIB funding later to support ordinance drafting related to the project. An unidentified commissioner proposed adding a future agenda item to begin work on that application; the commission agreed to place the item on the next Planning Commission agenda and to ask the county commission to consider approving the application at its November meeting.
The county expects the general-plan process and related ordinance work to be protracted: one participant said that given timelines the work could still be about a year out once a consultant is under contract.
Votes at the meeting were procedural: the commission approved the Sept. 11 minutes and later adjourned; no votes on the RFP or consultant selection were recorded during the Oct. 9 meeting.
