The Emery County Planning Commission voted in November 2024 to recommend BioWest to lead an update of the county’s general plan and the attached resource-management plan, after reviewing four proposals and debating trade-offs between price and federal-lands experience.
Chair Gary Arrington opened discussion of four proposals received in response to the county’s RFP and reiterated that the resource-management portion has to include state-required elements added in recent years. Staff recited the bids: BioWest at $35,000, Sunrise Engineering at about $85,000, Hansen Planning Group at $48,000 and SC Group at $46,500.…
