The Emery County Travel Bureau voted Nov. 12 to formalize a longstanding verbal arrangement with Farren City to provide funds for the Millsite golf course.
Speaker 6 described the measure as “15 years in the making,” and said putting the agreement in writing establishes a fixed term and payment schedule. Several board members said the county has paid $15,000 annually in practice; Speaker 2 warned the draft language as written lists only a single dollar amount without specifying it as an annual payment and recommended the contract explicitly say “$15,000 per year for the next [term length].”
Staff also noted a non-transferability provision was included so the payment continues only while the county and city hold the current arrangement; if the city acquired the course and later sold it to a private owner the contract would not obligate the travel bureau to continue funding. Speaker 5 added that the county’s records lacked a prior written agreement and that clarifying the arrangement protects both sides’ budgeting expectations.
The board moved, seconded and approved the interlocal agreement by roll call. Staff will finalize contract language to reflect the annual payment schedule and the non-transferable clause and circulate it to legal/staff as needed.
