The Emery County Trails Committee voted unanimously to approve revised committee bylaws and the committee’s 2025 meeting calendar.
The committee approved the bylaws with edits that members discussed in detail, including changing language on how vacancies are handled, clarifying membership representation expectations and adding an attendance/‘‘excused absence’’ procedure. The motion to approve the bylaws was moved by Larry and seconded by Rod; with a quorum present the vote carried without opposition.
Committee members sought softer language where the draft said vacancies ‘shall’ be filled, arguing that ‘‘may’’ would allow flexibility when the committee intentionally operates with fewer members. Members also asked staff to maintain a staggered‑term list (start and end dates) so appointments do not all expire at once. Staff (Andy) agreed to circulate a final, corrected version that will include the address correction and the agreed attendance notification procedure.
Why it matters: Formal bylaws guide recruitment, quorum and removal procedures for volunteer boards; committee members said clearer language will help them manage term expirations, track attendance and ensure varied trail‑user representation.
The committee also confirmed its 2025 meeting dates — set for the first Tuesday of each month at the County Building — after a short discussion about whether the July meeting should fall on July 1 or be rescheduled to avoid the July 4 holiday.
The committee chair asked staff to file the approved bylaws and to ensure any small edits discussed at the meeting were incorporated before final distribution to members.
Next steps: Staff will circulate the finalized bylaws by email and place them on the commission agenda as appropriate. The committee will maintain a membership roster with term dates to guide future recruitment.
