Commission adopts airport overlay ordinance to protect Roosevelt Municipal Airport

Duchesne County commissioners unanimously adopted Ordinance 24-414 on Dec. 16, 2024, creating an airport overlay zone around Roosevelt Municipal Airport that mirrors zoning updates Roosevelt City recently adopted.
County planner Mike Hyde told the commission the ordinance responds to House Bill 206 (2023), which requires jurisdictions to adopt measures to protect airports from incompatible development. The adopted overlay defines multiple approach, turning and traffic-pattern zones with land-use limits: zone 1 is limited to airport-related uses; zones closer to the runway prohibit churches, schools, hospitals and other high-occupancy uses; outer zones limit density to avoid creating concentrations of people near high-risk flight paths.
Drew Eschler, representing Roosevelt City, said cooperation between the city and county produced a consistent map and regulations on both sides of the municipal boundary. Hyde said the county planning commission had reviewed the ordinance and included six required findings for adoption.
Commissioner Killian moved to approve the ordinance and adopt the findings presented; Commissioner Miles seconded. No public commenters opposed the measure. The ordinance passed unanimously.
Commissioners said the overlay is designed to preserve future airport operations and to keep options open for future airport development while protecting public safety near runways.
