The Duchesne County Commission’s combined regular and working meeting on Dec. 2, 2024, included several routine approvals and one administrative accommodation for taxpayers while the commission continued a detailed working-session review of a proposed transportation mitigation fee tied to oil and gas activity.
Key votes and approvals
- Business licenses: commissioners approved new business licenses vetted by the clerk. (Motion passed unanimously.) - Vouchers: the commission approved vouchers for 12/02/2024. (Unanimous.) - Abatement report: veteran abatements were approved as presented. (Unanimous.) - Tax adjustments: the assessor’s recommended adjustments were approved. (Unanimous.) - Payroll: commission accepted payroll for the period ending Nov. 23, 2024. (Unanimous.) - Volunteers: two volunteer appointments were approved for the remainder of 2024 and queued for 2025. (Unanimous.) - Policy 6-13 (paid time off): commissioners approved updates to the county’s paid-time-off policy (buyback timing and rehire accrual clarification). (Unanimous.)
Administrative accommodation
After a multi-day outage affecting tax processing and third-party systems, commissioners agreed to treat on-time payments as such where postmarks and other evidence showed timely submission and to extend penalty-free acceptance through close of business on Dec. 3. Staff was directed to process and report any exceptions.
Transportation-fee status
The commission’s working session focused on a proposed transportation mitigation fee: county consultants presented a draft methodology and a resulting number of $14,250 per well per mile (paved roads). Commissioners did not adopt the fee; instead they asked staff to refine documentation, clarify notice and administrative conditional-use-permit procedures, and continue stakeholder consultations before any final vote.
Next steps
Staff will return with revised materials and clarified application procedures. Routine approvals from the regular meeting were recorded as passed.
