Commission approves revitalization grant application, payroll and routine fiscal items

Commissioner Miles presented a revitalization fund application to support a proposed 23,000‑square‑foot Growth Department building and moved to submit the application for $5,886,568 (the packet included roughly $500,000 in contingency to cover construction cost uncertainty). The motion was seconded and passed unanimously.
The commission also accepted the payroll report for the pay period ending Oct. 12, 2024 — 224 employees with a payroll total noted in the staff report of $600,053.46 — and voted to approve the 2025 pay‑date and holiday calendar. Payroll and vouchers were approved by unanimous voice vote.
Staff reviewed proposed 2025 employee benefits, including a change to a Sun Life dental plan — increasing the annual maximum to $1,500 — and projected rebates tied to employee wellness outcomes; commissioners approved the benefits package unanimously.
On property tax appeals and BOE adjustments, staff presented 25 parcels represented by a single company and recommended keeping assessed values on many; commissioners approved the BOE package as presented with instructions to contest two specific parcels and to accept stipulated values on others as recommended by the assessor. The motion carried unanimously.
Commissioners also approved an individual abatement report for 2024 and made minor corrections to previous meeting minutes.
