Duchesne County Commission: votes at a glance — animal control interlocal, equipment purchase, payroll and more

At its Sept. 23 meeting the Duchesne County Commission approved an interlocal animal‑control agreement, authorized purchase of a Kubota compact tracked loader for the event center, approved payroll and vouchers, declared surplus vehicles and recessed an airport‑overlay public hearing to Oct. 7.
Duchesne County commissioners took several formal actions on Sept. 23, including approvals of interlocal agreements, equipment purchases, routine payroll and voucher authorization, and surplus of county vehicles.
Animal control interlocal: Commissioners approved an interlocal agreement to provide limited dog‑control services for a municipality (Shane City) and authorized the chair to sign the agreement. Sharon Cutter presented the proposal; the county will limit the contract to dogs only (no cats or livestock) and receive $7,500 per year. The motion passed unanimously.
Equipment purchase (event center): Mindy Crowley (Event Center) presented quotes for a compact tracked loader. The commission approved proceeding with the Bonneville Equipment Company/Kubota quote for $77,692.63, while allowing staff to give AG Equipment a chance to match the lower bid. Commissioner Miles moved; Commissioner Killian seconded. The motion passed unanimously.
Payroll and vouchers: Toni (Human Resources) reported payroll processing for 216 employees with a combined payroll and invoice total of $842,827.23 (pay period ending Sept. 14). The commission approved payroll as presented. Commissioners also approved the vouchers for Sept. 23, 2024; staff agreed to provide additional invoice detail for a $3,499 East Auto Parts entry.
Surplus vehicles: Commissioners approved declaring three vehicles surplus (including older fire and emergency units) with staff direction to prepare them for auction in October.
Airport overlay public hearing recessed: Planning staff requested, and commissioners agreed, to recess the public hearing on ordinance 24-4-10 (airport overlay zone to comply with House Bill 206, 2023) to Oct. 7 at 1:30 PM to allow the planning commission additional review and to address concerns raised by nearby property owners and industry stakeholders. Commissioner Miles moved to recess the hearing; the chair seconded the motion.
Other routine business: the commission approved minutes from the Sept. 16 combined meeting and heard reports about public works, upcoming events and the county’s energy conference participation.
