Tyler (county staff) explained the statutory authority that permits a county to enact a temporary moratorium for up to six months and described the ordinance’s intent: to pause some subdivision approvals so the county can assemble a plan addressing water availability, road capacity and public-health requirements. Commissioners discussed whether already-approved applications could still record; staff said that the ordinance would not prevent recording of plats that have already received an approval letter and that the moratorium applies to county approvals of new subdivisions over four lots.
Supporters said the pause is needed given recent septic/water concerns and pending state changes to subdivision law; opponents cautioned about fairness to applicants with near-complete paperwork. Commissioners amended language clarifying the title to prohibit subdivisions over four lots or parcels and then voted to pass the ordinance. The vote was unanimous.
