Emery County Commission approves amended budgets, ratifies routine agreements and allocates mineral lease funds

The Emery County Commission on Tuesday approved amended fiscal-year 2024 and the county's 2025 budgets, ratified routine cooperative agreements and subscriptions, and voted to allocate most of $931,306.73 in undistributed mineral lease funds to special service districts and other requesters.

Brenda, county finance staff, told commissioners the county's amended 2024 budget rose in part because of higher interest earnings and several carryover projects; she said the county also transferred money to the debt service fund to finish paying the aquatic center. After a public hearing on the budgets and questions from commissioners, the commission approved the amended 2024 budget and the 2025 budget by voice vote.

The meeting included a series of routine ratifications and renewals. The commission: - Ratified the third amendment to the MOU expanding library outdoor Wi‑Fi coverage with $10,000 in additional funding; - Ratified a cooperative agreement with UDOT to pursue a chip‑seal project serving Goblin Valley and two other park roads (staff said the three‑road cost estimate with inflation is about $1.5 million); - Approved a county subscription to the I Am Responding app to support Search & Rescue (annual cost ~ $350 for the unit set); - Approved renewal of a LexisNexis legal‑research subscription; and - Approved an operations and project grant contract from the Utah Division of Arts and Museums for $15,125 to update museum storage and archival shelving.

On distribution of mineral lease funds, staff reported $931,306.73 in undistributed dollars and presented requests totaling roughly $1.16 million from multiple service districts and entities. After discussion about caps and past distribution policy, the commission voted to distribute 87% of each request (motion carried unanimously). Commissioners said they want clearer written guidance and an official, written distribution process going forward.

Other votes included technical corrections to property‑tax records (commission adjustments), approval of the 2025 holiday and meeting schedules, acceptance of a land donation near Woodside (see separate article), and a $1,000 donation to the Emery County American Legion Post's Combat Santa giving tree.

The commission closed with elected‑official reports and adjourned. The actions above were approved by motion and voice vote unless otherwise noted.
