"There are properties that are annexed into the cities that aren't into the service district," the presenter said, noting the action is largely an administrative remedy.
The presenter outlined the legal steps: advertise notice of intent to annex, invite public comment and hold a public hearing to begin a 60‑day contest period; after that period and proper advertising the commission would return to vote on the annexation and then submit the approved annexation to the lieutenant governor for final approval. The commission discussed frequency of periodic reviews and whether the process could be automated; staff said state code requires individual procedural steps.
