Airport Board recommends Lochner as planner and engineer of record

The Grand County Airport Board reviewed RFQ submissions and unanimously approved Lochner as the planner of record and recommended Lochner for engineering services. Staff said the RFQ process produced two engineering proposals and one planning proposal; Lochner (also called Armstrong/Lochner in discussion) was the incumbent planning consultant and was recommended based on familiarity with local projects.
Board members discussed that proposals do not include fixed fee schedules because FAA‑funded projects use independent fee estimates tied to individual project task orders. Staff said when a project is scoped the firm proposes a fee and an independent fee estimate verifies it falls within FAA/AIP guidelines.
Both the planning selection and the recommended engineering selection passed without opposition. The engineering recommendation will be forwarded to the county commission for final contract approval as required by county process.
